The Commonwealth Parliamentary Association UK (CPA UK) will conduct an Election Observation Mission (EOM) to the Jersey 2018 Elections.
Following an amendment to the Public Elections (Jersey) Law 2002 in January 2017, CPA UK were invited by the Chief Minister and Chair of the Privileges and Procedures Committee to observe the Jersey 2018 elections against international standards, commitments and obligations as well as domestic laws.
The Mission will observe:
- political campaigning
- electoral administration
- voter registration and accessibility
- candidate nomination
- polling (including postal and pre-polling)
- counting and tabulation
- post-election complaints or appeals
A preliminary report will be published within two days following the election to outline the initial findings. A closing report will be published within two months after the election making recommendations for electoral reform.

“This will be the first election in which Jersey or indeed any of the Crown Dependencies has invited an international election observation team. We are honoured to be a part of this momentous opportunity. Election observations are vital elements of CPA UK’s commitment to enhance openness and transparency in parliamentary democracy across the Commonwealth.
The Mission will comprise of an eight member team from across the Commonwealth. As well as parliamentary observers, the Mission will be supported by a core team of two election specialist analysts and two election coordinators.
Election Observer Missions
CPA UK acts as the secretariat to CPA British Islands & Mediterranean Region (BIMR), one of the nine regions of the CPA network, and is committed to strengthening democracy and good governance.
Since 2011, CPA BIMR has organised short-term Election Observer Missions (EOM) across five UK Overseas Territories including the British Virgin Islands, Anguilla, Montserrat, Turks and Caicos Islands and Cayman Islands. CPA UK has also overseen Election Assessment Missions (EAM) to the UK General Election in 2010, 2015 and 2017.
