The Jersey Electoral Authority

The Jersey Electoral Authority [JEA] is empowered by the States Assembly to provide independent and impartial oversight of some aspects of Jersey’s election process in accordance with the Elections (Jersey) Law of 2022 (‘the Law’). The authority reports to the States.

The JEA was established after a 2018 Commonwealth Parliamentary Association mission report on the Island’s election process. You can find the report here.

The JEA consists of four ordinary members drawn from the Island’s population by open recruitment, a representative of the Island’s twelve Parishes, the Greffier of the States and the Judicial Greffier. One of the ordinary members acts as Chair.

The JEA is empowered to provide certain areas of oversight of the administration, the candidates and the process of our Island elections.

The Law lays out the functions and duties of the JEA. These include the preparing and publishing of a Code of Conduct for candidates, enabling candidate applications, ensuring reasonable access for all to polling stations, addressing disputes over election processes between candidates, and reviewing election expenses. The Code of Conduct includes a voluntary code for non-political party affiliations as agreed when the States Assembly adopted proposition 115/2025. The JEA is not empowered to enforce this code.

The JEA will determine dates and venues for hustings. In line with previous practice, the format of hustings remains for candidates to determine.

Members of the JEA will observe the polling, and the JEA will prepare a report for the States on the administration of the election.

JEA has a Complaints Policy that applies to candidates for election.  This provides detail on what issues the JEA is able to address, and what its powers are in their regard.

The JEA is not able to consider complaints from the general public. This lies outside the JEA’s mandate as laid out in the Law.
