Richard Honeycombe

Candidate for Connétable in St. Ouen

Dear Parishioner

I was asked some months ago by a well respected Parishioner whether I would put my name forward for Conn֑etable should Richard Buchanan decide not to seek re-election. I contacted several Parishioners to ascertain their thoughts, all of which were positive and I am therefore honoured to put myself forward for the position of Connetable of St Ouen.

The role of Connetable is as important now as it has ever been, together with how the Parish functions, it is a system that has been in place for hundreds of years. We must all fight to preserve Jersey’s heritage and traditions in order that they are not eroded by Government intervention towards further Centralisation.

In June I will have completed nearly ten years as a Centenier, four of which have been in St Ouen as Chef de Police and nine years as a Roads Inspector. As a result of serving the Island Municipality for just short of 20 years I have a very good understanding of Jersey’s Parochial System.

It has been an honour to serve as Chef de Police, our Honorary Police are one of the most pro-active and well respected in the Island. This evolution could not have been possible without the quality of the officers we have and support of the Parish.

I am Jersey born and  married with two grown up daughters. I previously worked in Financial Services for over forty years, twenty years of which were in Senior Management and looking after people’s needs.

Your support is essential to the role of Connetable. The Connetable is your voice in the States Assembly. If elected I would like to see more involvement by all Parishioners, I would be expressing your views in the States Chamber this is why I would need to know what they are. I would hold regular Parish Assemblies, meetings and working parties to gain your views on important propositions. It would be wonderful to fill the Parish Hall to have lively discussions and for you direct me on how you want to go forward. Maybe even stream some meetings and have online input.

We must never lose the Connetables from the States Assembly. With the new Electoral Reform, no Island wide mandate, the role of the Connetable is going to be more important than ever. We need Connetables not politicians to run the parishes.

If elected, I would hope to move forward on the following:

  • Homes for the elderly
  • Low cost housing for the young people of our Parish
  • The extension of main sewer system to all properties
  • Mains water available to the whole Parish
  • Kerbside re-cycling

If elected, I would draw on all my experience to serve you, representing your concerns and issues with States Departments and other Island bodies. I have no interest in becoming a Minister or Deputy Minister, my focus will be the Parish, the Parishioners and be accessible at all times.

Your vote is vital, it is more important than it has ever been.
