I am standing for election as Deputy in St Saviour to use my financial and business skills and experience in contributing to the Island and the Parish.

I served as an Audit Partner with Deloitte and have worked in the Jersey Financial Services sector. My public sector background includes three years as Projects Director for the States’ Treasury Department and a decade-long tenure as Treasurer Trustee for the Jersey Employment Trust

I have lived in Jersey since 2003 and live in St. Saviour. For many Jersey has become worryingly expensive and less attractive than it was. I want to help change that. This requires Jersey to have strong, efficient and competent government. Expenditure should be prudent and represent value for money. The books must be balanced. The States Assembly should encourage new and existing businesses to prosper.

Key Policy Objectives

The primary concern of most people living in the Island is the high cost of living. To tackle this I propose the following objectives:

  • Grow the economy:  The Assembly must look at ways of supporting islanders and small businesses by reviewing taxes, social security and fuel duties. Any changes in income to the government must be balanced by reducing public expenditure and increasing income elsewhere by growing the economy, cutting red tape, removing unnecessary regulations, and attracting high-tech, AI and other businesses to the Island.
  • Housing Reform: To support the young and less well-off, Leck proposes extending first-time buyer assistance to include mortgage relief, encompassing all property types, encouraging further development of affordable houses and developing derelict greenhouse sites from which Development Land Taxes could be raised.
  • Immigration & Workforce: To help increase the working population Leck suggests widening immigration policies to ensure those with non-specialist skills can live in Jersey if they have gainful employment. He also proposes simplifying residential statuses and abolishing “non-qualified” property designations.
  • Health. Improve patient pathways, preventative services, accountability and access to specialist care. Complete the hospital developments cost effectively and efficiently.

Additionally, the quality of life for St. Saviour parishioners can be improved by addressing road conditions, safety and late-night speeding and looking at the creation of other community areas in addition to the proposed Parish Hall Community Park.
