Prior to being elected Constable in 2022, I had served as St. Mary’s Deputy for two terms and I thank parishioners for having given me the honour and privilege of acting in these capacities over the last 12 years. I remain committed to the parish to which I, my wife and 4 (then) young children moved some 35 years ago and I put myself forward as Constable for a further term.

By way of general background, I am a solicitor with over 40 years’ experience in a career which  has provided me with the ability to listen and consider views of all parties and to make independent and impartial decisions; this is an ability which I have found invaluable in my commitments both as Constable and more generally as States Member in my various roles on Scrutiny Panels and other committees.

It is not possible in this brief manifesto to cover my views on every subject but I highlight the following;

THE PARISH

  • “ The parish system lies at the heart of Jersey’s civic, constitutional; and community life.” These are the opening words of a recent review as to the relationship between the Parishes and Government of Jersey which I strongly endorse;
  • Subject to States commitments, I daily attend the Parish Hall where I am readily available to meet parishioners;
  • I continue to co-operate with the Community Centre in support of initiatives for the benefit of the parish community;
  • I recognise the need for affordable homes in the parish but not in the form of large greenfield developments;
  • I will continue to raise with the relevant Minister or Department specific concerns of parishioners.

STATES MATTERS

  • PUBLIC EXPENDITURE: Further steps need to be taken to rein in the level of expenditure in terms of Employees/consultants and other savings:
  • FINANCE INDUSTRY: As the bedrock of the island economy, it is imperative that States Members understand the ongoing requirements for the sector to maintain its position in the international marketplace but not at the expense of expansion and diversification of other industries.
  • HOUSING: The shortage of housing generally, and affordable housing in particular, continues to be one of the island’s main challenges;
  • HEALTHCARE: Priority to be given to new hospital and recruitment of appropriate staff, with particular regard to accommodation.
