It has been a privilege to represent the constituents of St Helier North for the last four years. During this time, I have been an active member of the States Assembly, lodging propositions and asking questions of the Council of Ministers.

To date, I have delivered the following:

  • I introduced a Skills Development Fund to meet the island’s skill gap needs, which has funded courses for 2,060 islanders.
  • I successfully proposed a reduction to the £79 million Cabinet Office budget. Since then, £3.6 million in savings have been secured.
  • I secured States Assembly support to investigate mandating pre-sale agreements with financial penalties to deter gazumping and gazundering.
  • I passed a proposition to introduce a requirement for estate agents to be members of a redress scheme.
  • I secured States Assembly support to review the use of fireworks under the Explosives (Jersey) Law.

In standing for re-election, I will pursue the following policies:

Economy, Business, and Tax

  • I will prioritise policies to increase economic productivity to grow the economy.
  • We must reduce red tape to ease the process of doing business.
  • I will prioritise reforms to the zero-ten tax regime whilst preserving Jersey’s tax neutrality and competitiveness.
  • I will continue work to introduce a law to regulate estate agents which will include a requirement for estate agents to undertake exams covering Jersey law.

Government Finances

  • To reverse the public sector deficit, government expenditure must reduce.
  • I advocate streamlining the civil service because the recruitment of 2,000 additional full-time equivalents between 2018 and 2025 is unsustainable.
  • I will propose a long-term funding plan for the Strategic Reserve.
  • I advocate the abolition of the upper earnings Social Security cap.

Housing

  • I support the reintroduction of mortgage relief for homeowners.
  • I will propose a long-term plan to increase the homeownership rate.

Education

  • I support the development of a new campus to replace Highlands College.
  • We need to use the Skills Development Fund to upskill and reskill islanders in tertiary education.

Population

  • I advocate a net-zero migration rate.
  • We need to recruit labour externally where labour cannot be sourced domestically in areas such as frontline services.
