JEA reminds candidates and third parties to submit expense declaration

Following our Island election, the JEA recalls to all candidates and to all third parties their obligation to submit a written declaration of election expenses, according to the limits on expenses that are laid out in the law.

This is an essential part of our Election process.

Candidates must submit this expenses declaration whether or not they were successful in their campaign.

All third parties are under the same duty.

A third party is defined as a person or persons who, while not themselves candidates, choose to campaign for a candidate or promote the election of a candidate. A third party is also defined as a person or persons who seek to prejudice the electoral prospects of any candidate who has stood for election.

Where a candidate has given express or implied consent to the incurring of any expense, then the expense is to be disclosed by the candidate.  If done without the consent of the candidate, it falls to the third party to disclose.

The expenses form can be downloaded from vote.je. Paper copies are available for collection at Morier House.

The Law requires that declarations must be received no later than Saturday 4 July 2026.  The Judicial Greffe is closed over the weekend and there is no post on a Saturday.  All those submitting declarations must therefore ensure that documents sent by post are with the Judicial Greffe by 5pm on Friday 3 July 2026.  Any declarations sent by email can be sent up to and including Saturday 4 July to admin@jea.je.

It is an offence to fail to submit a statement of expenses by this date.

The JEA will acknowledge receipt of each submission when it is received.

After all the expenses declarations have been received, the JEA will review all submissions. The JEA may request additional information from candidates or third parties in the form of invoices or receipts, and may arrange for any submission to be audited.

The JEA will arrange thereafter for the publication of expenses declarations on the vote.je website.
