Automatic Voter Registration (AVR)

What is AVR?

Automatic Voter Registration (AVR) is a new system launched in March 2026 that automatically adds eligible Islanders to the electoral register using existing Government of Jersey data, such as Social Security contribution records. This means that you no longer need to register to vote in Jersey elections.

AVR is designed to make voting easier. If you are eligible to vote, you should already be included on the register for the upcoming election on Sunday 7 June 2026.

Eligibility to vote

 You are eligible to be on the electoral register if:

  • You are aged 16 or over and:
  • Have lived in Jersey for 12 months on Election Day (Sunday 7 June 2026); or
  • You have lived in Jersey for six months on Election Day, plus periods that total five years.

You do not have to be a British citizen to register to vote in Jersey.

You should be automatically included on the register if you are eligible.

List of registered voters

The introduction of AVR follows changes to the Elections (Jersey) Law 2002, which also end the requirement for publication of the electoral register.

However, whilst the electoral register will no longer be publicly available, confirmed election candidates will be able to request a list of registered voters in their constituency for campaigning purposes.

Islanders can request to be removed from this list – but remain registered to vote. To do so, please contact your Parish Hall by 12 noon on Friday 17 April 2026.

Why is AVR being introduced?

AVR has been designed to:

  1. Make it easier for Islanders to vote by removing the manual registration process;
  2. Reduce financial costs and administrative burden on the Parishes; and
  3. Modernise Jersey’s electoral services.
How will eligibility be determined under AVR?

The Government of Jersey’s People Directory is being used to determine eligibility. The People Directory is the Government of Jersey’s central repository that holds core and commonly processed data for all residents and non-residents. This includes name, address, date of birth and social security number and if not born in Jersey, the date individuals arrived on the Island.

A self‑declaration process is also available, where required.

If I need to update my address/name on the Electoral Register or be added to the register, when can this be done?

If you are on the register, changes can be made up until 12 noon on Friday 17 April 2026.

If you need to be added to the register, you can:

  1. Be added to the ‘Main Electoral Register’ before 12 noon on Friday 17 April 2026. This allows you to vote either by Post, at Early Voting (Pre-poll) or at your polling station on Sunday 7 June.
  2. Between 12 noon on 17 April and 12 noon on Thursday 28 May, you can be added to the Supplementary Register. If you are on the Main Electoral Register, you can only vote at your polling station on Sunday 7 June. You can only be added to the Supplementary Register if you are not on the Main Electoral Register.

Will AVR require changes to the Law?

Yes. Amendments to the Election (Jersey) Law 2022 came into effect on Tuesday 24 March 2026. These changes remove the requirement for the annual Parish paper canvass, and removes the need for registers to be published and publicly available.

Does AVR change the responsibility of Parishes?

No. Parishes continue to own and administer electoral registers, using centrally generated data.

What if someone who should be registered isn’t included?

If your Parish Hall confirms that you are not on the register but you believe that you meet the eligibility criteria, you should contact Employment, Social Security and Housing on 01534 444444 to discuss your residency record. Self‑verification tools and Parish review processes will ensure no one is disenfranchised.

Will AVR change how or where people vote?

No. AVR affects registration only, not voting methods or locations. It is not currently possible to vote online in Jersey.
